22/.8 (normal case of power factor if there is no capacitor
bank and if capacitor bank is there than we have take 0.95)
hence the KVA is 27.5

KW is kva x PF and KVA IS KW/PF.Everybody knows this but
simply KVA means VOLTAGE X AMPS IN thousands.SO why worry about
pf when you know what is the voltage and the amps consumed
multiply these figures and there you get the KVA.So nobody can
give the correct answer other than you.
