actually there are two parts one is stator and other is rotor.the inner part is called rotor while the outer part is caled stator.in ceiling fan stator is rotating while on the other hand rotor is rotating.this is the main difference.

rotor is the rotating part. Ceiling Fan Rotate in anti clock-wise direction by bearing and table Fan Rotate in clock-wise direction by bush.

usually in motor there will be two parts
(1)stator-armature part
(2)rotor-magnetic part

ceiling fan:
armature is made as rotating part (if we want to make the armature as rotating part than we need to have more space which is not possible in case of ceiling fan)

table fan:
magnetic part is made rotating so there is no need of using commutater,and armature is made stationary
