in case of 1 phase the voltage is measuered between one phase wire and another neutral. And called phase voltage. Whereas in 3 phase line voltage is measured and used

voltage means potential difference between two points. In case of single phase potential difference between phase and neutral is 220v.
in case of three phase(R,Y,B) potential difference between R & Y is 220 and Y& B is 220
Hence the voltage offered by a three phase(LT) system is potential difference between Three phases i.e. 220+220=440 volts.
