voltage means potential difference between two points. In case of single phase potential difference between phase and neutral is 220v.
in case of three phase(R,Y,B) potential difference between R & Y is 220 and Y& B is 220
Hence the voltage offered by a three phase(LT) system is potential difference between Three phases i.e. 220+220=440 volts.
