WILL NOT ALLOW CONCRETE TO SETTLE .

For protecting the reinforcement bars from corrosion this kind of technique can be used. It will induce an electric charge in reinfocement so that the corrosion inducing agents don't affect the steel bar.
but i don't think it will change any strength parameters of concrete.
