For protecting the reinforcement bars from corrosion this kind of technique can be used. It will induce an electric charge in reinfocement so that the corrosion inducing agents don't affect the steel bar.
but i don't think it will change any strength parameters of concrete.

What the approval that owner will give to contractor during construction project period? What will the affect on project if delays due approvals?
