lateral tie and stirrups are same. both design for shear force but lateral ties is used in column and stirrups are used in beams.

Lateral ties in rcc column are provided to resist buckling of longitudinal steel bars .

Lateral tie used in column to avoid the buckling and also prevent chances of sag of column where as stirrup used in beam to resist shear force which is remaining after the taken the compression zone of concrete.
