In most cases, on load tap changer is provided at higher
voltage & lower current side.It is economical.

Always ON LOAD TAP changer is provied in HV side only.
Because HV side current is low and LV side current is high.
So, during on load tap changing losses will be reduced when
on load tap changer is in HV side.
