why the positioner output is 3-15psi

According to flapper nozzle system, the flapper nozzle gap
and output of back pressure is nonlinear.But if we observe
the nozzle back pressure and flapper nozzle gap curve, at
3-15 psig output the curve is linear.

this signal is globaly accepted as a transmitable pneumatic
signal so for every pneumatic works this signal is accepted
or used.

we cant find the error wnen it is in null conditions.so the
pressue range starts from 3 psi and most of the instruments
does not exist more than 15 psi.

Normally we use the CVs that have thier bench set more than
3 to 15 PSI but some time at low pressure line we use CVs
that have bench set of 3 to 15 PSI so we use the i/p of a
possitioner as o/p for traveling of CV but in normal cases
we dnt have i/p of possitioner below than 15 PSI.

I am using Capacitive type level transmitter for measuring oil level in a closed tank (lub oil tank). The txs range is 1500mm, and they do hunt regularly (for about 45mm), can anybody tell what could be the reason??? or any other type level tx that could be used to avoid this?
