We in my plant one of the transformer showing neutral to
earth voltage is 22V how to solve it

Disconnect earth and measure voltages between phases and
neutral on some load.If the voltages are not equal there is
a loose connection in the star point.Before doing
this ,check the earth connection at neutral bushing.

Check resistance of earth pit/mesh connected with Start
point (Neutral of Transformer). If reisitance is more than
5 Ohms your Neutral to earth voltage will be increased
accordingly. So you have to improve the resitance of your
earthing network to less than 1 Ohm

Such types of problem occur due to increased in value of earth pit.
So 1st you checked the all earth pit values individually by opening all the grounded connections.
As per standard the values of earthing in HT yard should be less than 5volt.
If the value is greater than 5 volt then apply the procedure to reduce the value, which is different as per type of earthing (Normal or Chemical).
If the values should be comes as per rated value your problem is short outed.
If you talking theoretical part then voltage between N & E is zero.
But practically 2 volt is permissible but i.e. also not good for the system
It will affected on electronics system.
Such types of problem occur in the hilly areas or in rocky soil.
( If the value will not coming as per standard then add n....number of earth pits in series otherwise use counterpoise method.)
