9 kv surge arrestor is used in 11 kv (incoming feeder)
line so that to prevent the high voltage entering the main
substation when lightening occurs.The lightening arrestors
do not let the lightening to fall on the station.If some
lightening occurs the arrester pulls the lightening and
ground it to the earth.The LA are grounded to the earth.It
works with an angle of 30 to 40 degree making a cone.

1st of all lightening arrestors are not used to bypass
direct lightning,for direct lightning we use earth wire
running on the top of the power lines,L.A is used to bypass
switching surges,it is a non linear resistor and having
breaking voltage more than power frequency voltage so that
under normal operating condition it provides high resistance
& under abnormal condition it provides low resistance to
bypass SWITCHING SURGES.

dear ansulji dont angry,u r right,lightning arester is also
use in 11kv network,it placed in various places,it placed
at the top of double pole stracture which is comming b/w
feeder line,gss, arestor is also use in SFU(switch fuse
unit) and it aslo used in single phase transformer,which is
used for rural power distribution,lightning arrestor is use
to ground the lightning phenomena voltage which range is
1000kv and above

11 kv LA must be used for 11kv feeders.It act as a near insulator till the break down voltage & act as a conductor there after.

why do you add the load short circuit impedance when considering short circuit amperage. It seems that you should only consider supply. If you need to consider loads and you don't know what loads are to be added , what would be a good sub-transient reactance rating for the loads?
