I will agree with Anil's answer.
When ever the CR(change request) comes then the Business
analysts and PM or PL will analyze that the CR will affect
any current functionality or you can say they will analyze
impact on the project (as per resources, as per effect on
the other functionalities).

when we know which module will be effected when we make

Impact Analysis comes into picture when
1)Application is Upgraded
2)When a new module is added
3)when a bug is fixed(in which case regression testing
should be done)
Impact analysis is done to identify the area of the
application that is affected by any of the above
changes.Once the affected region is identified,testing
should be done to make sure its working as required.

But i want to add..
As per my experience in wkg project- Impact analysis have
impact on- Following>
1) Already code stabled bug 2) Fixing of new bug- impact on
earlier fixed bug---plays an impact more (side effects)
3) --Impact on resurces...such that manpower working count
increases along with present fixing ( develpers/testers
time)
4) Impact on schedule...delivery, impact the late release
of the project...
