Why stand-by earth fault relay and restricted earth fault
relays are connected between neutral and ground in
transformer?

Because the neutral of the Transformers are connected to
ground. And the return currents as well as unbalance
currents flow in neutral in the process of balancing the 3
phase winding system of the Transformer.
