LA is installed outside and the effect of lightning is
grounded,
where as surge arrestor installed inside panels comprising
of resistors which consumes the energy and nullify the
effect of surge.

surge arrestor can be used for both purpose i.e for lightning surges and switching surges where as lightning arrestor can only serve one purpose , lightning surges.

lightening arrestor are located outside for outside atmospheric lightning.
surge arrestor are located inside generally outgoing of the circuit breaker but the purpose is same in both cases.

Lightning arrestors limit the crest value of an impulse
voltage. When the voltage reaches a pre-determined value it
provides a discharge path to ground. It provides
a "Spillover Effect" while the Surge Capacitors reduce the
slope of the surge (rate of voltage rise) by momentarily
absorbing initial energy, then releasing it; providing
a "Dampening Effect

According to my observation surge arresters are desined
with insulation out side of it because of high voltage but
light arrester will have only one spike with out
insulation,both are used for discharging high voltages but
their design is different.
