The theory is that 3dB differences are "just perceptible,"
so a speaker whose response curve lies within that tolerance
window is a reasonably accurate speaker.

frequencies is just noticeable by the average person.

Actually a 3db value indicates half power point or the
1/ sqrt(2) value of the max value of gain. When we take the
gain in db, then generally we will calculate the cut off
frequenies 3 db down to the actual value.. Because it is
assumption that upto 70% means 1/ sqrt(2) of the max. value
of the gain maintains consistency.. that value is
considered .. since band width can be defined as range of
frequencies over which the signal can be transmitted with
out any distortion..
