Divide the horses in 5 groups of 5
Group1 : 5 horses
Group2: 5 Horses
…
Group 5: 5 horses
Race horses of each group so we have 5 races now
1. Take the winner of each groups and create group 6
2. Also from each group keep a mark of second and
third finishers
3. Race group six we have top 3
4.
If top 3 horses were distributed in different groups then
we have them in minimum 6 races…
But bad scenarios:
Case 1: Horse rank 1 and 2 were in same group
Case 2: Horse rank 1 and 3 were in same group
Case 3: Horse Rank 1 2 and 3 were in same group
Case 4: Horse rank 2 and 3 were in same group
So from group six we can safely remove last two horses
whatever the scenario….
Also from group six we can remove the rank1 horse which we
know after six races is rank1
Group six now has 2 horses.
Case 1 ,2 and 3: Take the 2nd and 3rd position horse from
the group where rank 1 horse belongs
Make this as group 7:
Race the horses, the winner is rank 2 horse horse (total 7
races till now).
Remove the horse from group as rank 2. We have 3 horses now
Put these horses In group8
If rank2 horse is from the same group as rank 1 from the
initial groups
Then the horse which came third is rank 3 horse
If rank2 horse is from other group than rank 1 horse, then
pick the horse finished 2nd from the original group where
rank 2 horse belongs.
Add this horse to group 8 and race the horse
The winner of the race is rank 3 horse.
So if it is a worst case scenario we will need 8 races

You use an eletronic tag in each horse and place some sort
of scanner beam over the finishing line so it can catalog
which order the chips come in, and then work out with horse
came second. Or you could use a camera and freze it frame
by frame to work it out.

first thing is its impossible to answer this question. it
can be best answered if the last stipulation is neglected
"obviously, a horse cannot participate more that once in a
race".
conduct 5 races for all the 25 horses 5 at a time. and
conduct another(6th) for the winners of the five races
conducted earlier. so the the horse that comes second in the
final race is the second coming horse.
