why not phase to phase fault occure in raining day in hv sub-station?..

Because rain drops are not continuous. Only in rare cases if rain is full than not only LL but LLL fault can also occur. But in transmission lines the design and slag plays the important role. Also insulators are designed so that water cannot accumulate.
