It mean bulb can take 200/230=0.869 ampere current and it will consume 1 unit of electric charge in five hour of burning the bulb.

bulb can be connected to 230v supply and its wattage is 200
Power in watts = V X I where V= 230 volts and Current I = wattage/volt ie., 200/230.
