For a 6.6kV Motor it is recommended to do megger test with
500 V d.c and not more than 5kV d.c but the Hi voltage
withstand test should be performed by 12kV AC. Why the dc
voltage test should be limited but AC voltage withstand test
could be with such a high voltage?

The DC Megger Test is used to check insulation resistance between windings and ground or between phases of a motor. The limit for this test is lower because excessive voltage can damage the insulation if it's not in good condition. On the other hand, the High Voltage Withstand Test (HVWT) checks the ability of the motor to withstand specified voltages for a short duration without electrical failure. For AC, the peak voltage is less than twice the RMS value at the test frequency, making it safer for the motor compared to DC.
