Hi,
Please find the below steps:
1. create rtf
2. create data definition (DD)
3. create template (DT) [language-english, terittory-US, translatable].
4. Export the translated file(.xlf file) to local system from Data template window.
5. In .xlf file, change the target language to 'fr-FR' (Based on requirement we can change the target language)
6. In .xlf file, change the target tags into frech language.
7. Upload .xlf file at Data template window.
