That is the system used in India during british times as standard for units. It was replaced by MKS system Metre Kilogram Second & nowdays followed System International D Units 
FPS bricks means the sizing of bricks would be in inches. The most common size is 9" x 4-1/2" x 3". It is commonly availabe. 
An MKS or standard brick would size 200 mm x 100 mm x 75 mm
