Kickoff meeting is done after planning phase in case of
formal review meeting.
The reviewers need not prepare anything,the author needs to
prepare and needs to bring the knowledge of all the
reviewers about the project to a certain level (i.e.
reviewers should get the basic knowledge regarding the project).
In this meeting the project is divided and distributed among
the reviewers so that they can review their individual parts
which comes under preparation phase of the review meeting.

The Kick-off Meeting is the first meeting with the project team and the client of the project. This meeting would follow definition of the base elements for the project and other project planning activities. This meeting introduces the members of the project team and the client and provides the opportunity to discuss the role of each team member. Other base elements in the project that involve the client may also be discussed at this meeting (Schedule, Status Reporting, etc.)

2.A kick-off meeting is typically a workshop type meeting.
It generally include several activities such as a project
charter, a business plan review, team building exercises, a
team charter, risk analysis...
3.if in the everybody is a professional then meeting is
optional.
