All blubs are desinged with their peak value. Hence when
voltage attain above the peak value it will burn. If that
blub will withstand more than one phase, its equipments also
made with that requirment.

generally, if we r talking about the ac 230v bulbs, it wil
not glow.
it wil get fuse
