In a Waste heat recovery boiler feed control valve is after the economiser where as in auxilary boiler feed control valve is given before the economiser.why?

IF RPM OF PTO OF TRACTOR IS 540,torque at pto is 21kg/cm sq.& WE NEED IT TO 1800 RPM ,THROUGH GEAR ONLY FOR THAT WHAT WOULD BE ETHE GEAR STRUCTURE( I.E.NO TEETH OF BOTH GEAR ) IN ORDER TO GET 1800 RPM OUTPUT.
