It is a relaxation oscillator vibrator and used together by multiple application for simultaneous excitation. It should be used carefully only because the current flows can all happen together not in one shot but many times leading to culmination failure modes. The monoshot vibrator is the other type in which it stops after single excitiation. It can be built using 2N2222 transistors or 555 Timer IC.
