Not possible.
As, the Maximum suction lift even with mechanical means
(ie. pumps) is only 10 meters (equivalent to atmospheric
pressure) [Since the days of Galileo Galilei it has been an
established fact that a surface pump is incapable
of “lifting” or “pulling” water from a reservoir more than
10 metres down].
In practice, the limitation is more like 6-7 metres. If a
reservoir of water or oil is more than 7 metres deep the
pump must be installed at the bottom of the well.

I think we can suck the water. though my ans is does not hav
technical proofs. the only thing u hav to do is u hav to
suck off the air in the straw first in steps. ie. suck some
air in the straw then close it. then take a breath and do
that again until water rises to the top. each time u hav to
keep the other end of the straw closed by ur mouth when
sucking and with ur hand wen u r taking a breath. if u wish
to do this at one go u must first exhale out ur lungs then
suck hard so that iar in the straw goes into ur lungs. what
say.........
