It depends on how compact the sand is and also on how well graded the gravel (or chippings) is. My experience shows that some companies sell single size aggregates with a lot of space between particles that has very low bulk density and this is for tarring roads while the graded aggregates for concreting is denser (because the spaces between the bigger particles are occupied by smaller particles).

there are three varieties of aggregates as defined in
IS:456 -2000. a) light aggregates b) medium aggregates c)
heavy aggregates. please refer clause no 5.3 of IS 456
