Starter is used for the protection of the motor(High
starting current problem).
Starter is a part of control panel.
And control panel will be consisting of all the protection
for motor(which is required as by the user)

STARTER IS TO PROTECT THE MOTOR BY OVERLOAD TRIPPING,
AND THE CONTROL PANEL DOES THE SAME FUNCTION BUT
SIMULTANEOUSLY DISPLAYS THE CURRENT AND VOLTS IN METERS
IT MAY BE DIGITAL DISPLAY OR UNIVERSAL TYPE.

starter is used to limit the starting current.As in case
of IM if it is directly switched to the supply,it will
draw 3% to 4% of full load current which is not suitable
for other equipments due to large voltage drop.
Control panel is for overall equipments and power systems.
