What Mr.Suresh mentioned is correct. Only thing is
bimetalik strip starts bend only the load current exceeds
OLR set value.

Thermal over load relay consists of bimetallic strip made
up of two metals one having high co-efficient of expansion
and the other metal having low co -efficient of
expansion ,such that when heated up the strip starts
bending . The soource of heat is provided by the load
current in the strip.
