basically column is a compression member. maximum compression load sustained by column and transferred to foundation through the axis of the column. steel is not good in compression. because of lateral loads and eccentric loads the tensile stress created only around the center but not up to the center. because of that only around center reinforcement is enough to take care of the tensile stress.
