1.5 for concrete structures and 1.15 for steel structures.. As per limit state method ... For water retaining structures such as water tanks, dams factor of safety is 3 as per working stress method

Factor of safety is required to bring the structure from state of collapse to a usable state, that is a structure should be able to withstand the changes in loads to atlst some extent.It covers uncertainties in forces and loads
