Normally In Coal based thermal power plant(Either Sub or Super Critical) 60% Bypass is adopted based on condenser heat load calculation keeping 0.9 as Condenser Cleanliness Factor.
If Some designer wants to bypass 100% of generated steam, it is also possible. In fact most Nuclear Steam Turbine adopt same for same reactor shutdown process.
Increase in % capacity of bypass system increases capital cost involved in condenser cooling surface, Extraction pumps, LP Heaters, Pipe Sizing etc.
