In olden days reinforcing bars in concrete are not got rusted even till now. But recently provided steel getting rusted in concrete. what are the probable reasons?

i know that, the for calculating material required for concrete volume of concrete is taken 50-54 % more for wet volume. i have querry is that cement and sand volume taken more for making wet volume but in the case of aggregate why it is taken more there is no change in aggregate whether it is dry or wet.???? can you give me answer for this???
