why nutral and earthing wire connect with each other in

if in any circuite there will be leakage current than it
would return back via neutral and it is harmful to the
circuit and if earthing is provided that leakage current
passes via earthing without any harmfull to the circuit and
equipment.

To provide zero potential to the nutral, we connect earth &
nutral together in any of the ckt....
i got this answer but do u think it is good idea??
because as i know in every grid station a meter is
connected with each feeder, so if cct return current is not
coming back to this meter and going inside the earth
through netral to earth link in panel then how this meter
in substation works????
