can we control operation of PLC from operator station?

Question not clear.
1.PLC has its own controller which execute the
program.Before every program run PLC read the input and
after program execution generate output accordingly.
2.If PLC I/O need to be control from operator station (
DCS/SCADA) then PLC need to be connected to OS through
serial link/Ethernet

Operation station system no have any program (programming built in Engg. Station Only which is a server also)
but operating station system is connected with same network of plc/Dcs through Ethernet or other.
than that station has a SCADA software which is connect it to server system station through IP protocol.
than we can access or give command through Operating station.
