timer is used to count internal events in a circuit
counter is used to count external events for circuit

1)A timer measures time, a counter counts events
2)So a timer with a 1MHz clock could tell you how many
clock cycles occurred between two events or how many
microseconds. A counter could be used to count events i.e.
tell you how many events have occured.
3)Counter: Counts and indicates the number of signals
(events) input at any interval.
Timer: Counts the number of signals input at a constant
interval to indicate the elapsed time.
4)Watchdog is a built in timer, this timer has to be
refreshed periodically or else it will reset the
microcontroller.
As a programmer it is your responsibility to refresh the
watchdog timer within your program, so if your program is
running properly then it will be refreshed. However, if
your program hangs then the timer won’t get refreshed in
time and it will reset your system.

Timer is used for counting the constant time period pulses in internal circuits while Counter counts the external events in form of pulses but the time period is not fixed .
