Governer is a divice ,which senses the speed of a turbine
and cantrols the steam to the turbine maintain the speed at
a desired level to meet changes in load or steam flow.

Governer is use to control engine feul supply according to speed and load,there arms are open and close to supply and stop the fuel.. If engine has minimam load than arms will be open in minimam range bcs engine wants to minimam fuel and if the load is high than arms will be fully open for maximam supply of fuel to engine, bcz now engine want to maximam fuel to provide maximam power.
