Suppose 100 people live in Country-A and 100,000 in Country-
B, you will have number length as XXX in Country-A and
number length XX-XXX in Country-B.
Hope this clarifies. It has nothing to do with MCC (Mobile
Country Code) and MNC (Mobile Network Code) of the country.
Moreover, India is the only country in the world to have 2
Mobile Country Codes - 404 and 405 (Just because of its
hugeeeeeeeee population).

Actually it depends upon the beginning of telecommunication
in your country. in Bangladesh the 1st mobile came in 1990
nd in India 1995. so when the mobile came in Bangladesh
there are less no. of user so we require less digit. no.of
digit had increased by increasing of no. of user. And till
1995 there was so many no. of user that we require at least
10 digit so that 2 user don't have the same no. . and as the
no. of user will increase, no. of digits will increase.
