I think that it is just due to the reading / writing
tendency of human being in english or hindi ; we read form
left to right . This may be the reason that Inbox, outbx,
folder all are in left side not in Right side.The feature
may be different for other language.

the developers will develope the application based on the Design doc. all applications are designed like only, if customer wants that all options at right side then also it is possible to change them
