is it digital energy meter???

you have an automatic voltage regulator at home for your appliances,if the voltage in your area drops from 220v to 190v,does the output of the automatic voltage regulator drops?or does it retains the 220v output?

In a three phase transformer(delta/star connected)when i touch one end of the bulb in any one phase and other end to earth..will the bulb glow or not..if not why?..i'm touching the bulb in star connected side...
