In simple words serial dilution is done just to reduce the
number of microbes to a viable count number that is 30-200
normally.

Serial dilutions are used to determine titers, which give
us a better idea of the quantity of organism present. This
is used for bacterial antigen testing which is performed on
nasal swabs and even urines for a wide variety of organisms
including MRSA, Legionella, and Crytococcus as well as some
viruses (Influenza A and B). Once we get a qualitative
result (a simple yes or no) it is sometimes important to
get a quantitative measurement so the doctor can determine
drug dosages best for treatment.

Generally serial dilution is to reduce the microbial load to get countable number of colonies on plate. So, microbial colonies can be achieved between TNTC and TLTC.
