No. One can log on CMC only if CMS is running as CMS do
security check for user and if it pass then only one can
log in to CMC. The only way to start CMS server is from CCM.

Yes. Login to CMS anf go to servers session.there u will be
able to see the list of servers. click on CMS and click
connect. enter user id and pwd to connect
