pre-scalar is that for how many no. of clock pulses the
output must change.it is used to increse the deley time in
TIMER section of MC.where as post-scalar defines to for how
many no of output changes,the actual final output must
change.

why ,in CE configuration amp the output is 180 deg phase shift....?
