actually even if the voltage level in a battery is fixed we
need to remember one thing that when we are measuring
voltage acropss the terminals it takes time(even of the
order of micro seconds)to build up the voltage.thus in a
very short range of time there is a voltage build up of 0
to the dc value of the battery.so we get an ac spectrum
when we are considering the frequency spectrum
