This error occurs because you have reached the limit for the maximum number of stores in a storage group within Exchange Server 2003. To resolve this issue, do one of the following:
1. Create a new storage group and add the mailbox store to it.
2. Delete an existing mailbox store from the current storage group (if possible) and then add the new mailbox store.
