On allowing water to stand in big tanks, the suspended water
subsides at the bottom. The suspended impurities are
immediately coagulated by addition of alum. The precipitate
settles at the bottom dragging bacteria and other tiny
particles with it.

suspended impurities which don't settle down by itself.Then, alum is being bubbled which make these impurities heavier and settle down at the bottom.
