active directory is a database maintained by U.E. and RNC
based on the measurement reports of Rx_level and Qual of 8
neighboring cells so that when user moves from one cell to
another cell,handover requires, then RNC see the active
directory and the cell having strongest Rx_level and Qual.
will be choosen for handover.
