If the user account is created recently, then we need to
wait for offline address book to update. Once the offline
address book is updated, it will show in address book.

see the attribuite HiddenFromAddressListsEnabled for the user id is set as true. To see in GAL this attribuite must be set as $false. or run command

Get-mailbox -id user@contoso.com | FL HiddenFromAddressLists*

If it is set $true then run command

set-mailbox -id user@contoso.com -HiddenFromAddressListsEnabled $False

If name is not reflecting in GAL then might be the GAL is
not updated properly,just update the contact list in GAL or
might be the Email id got removed from GAL group.
We just have to add that id once again in GAL

The mailbox may be showed on the Server to disappear from
GAL. Usually these kind of mailboxes are used for
Organization communication purposes to keep the details
secure.

The details of this mailbox can only be seen only by the
recipient who has received the mail from that mailbox.
