Do Testers write or update a Testplan? I know its the
TeamLead responsbility but i want an exact answer for
interview purpose?
By any chance if they ask do you ever got to
write the Test plan in such cases what to answer?

it depends on organization
if organization has small team size them like say 2 so it
is 2 tester job to do eveything.
but if it has more number of tester then there will be a
test lead who will do the higherlevel work like test plan
and test stratergy

Ya it varies from organization to organization
if any organization have their own test team then in this
case test leader or test manager has to perform this task
it will be better to prepare by an experience person because
there are various factors need to consider while designing
test plan.it is too hard for less experience person to
understand it and design it
