While attempting a call, network allocates a frequency to the particular mobile subscriber. But sometimes due to huge traffic frequency allocation is become too difficult because network does not has the required frequency. thats why busy message is appear on the mobile screen.
Normally all networks are using the technology FREQUENCY REUSE. In which network uses the same frequency band to different mobile subscribers as per the demand.

gsm can handle 18 to 20 calls at a time in a second where as a cdma can handle 30 to 32 call at a time in a second .
when capacity of call handling is increases more then it's range then bts will handle only those call which are in process and it will reject those calls which are remaining.
when call handling capability increases more then the it's range then bts will send a signal to msc(mobile switching center). msc is programmed by a particular software. controller is present in the msc it will read the signal which is sent by bts then it will send a new signal to bts in the form of msg. "network is busy " and bts will send us this signal to our mobile. whenever this things is happen the bts will send signal to msc and msc will rply.msg. is depends on the programming we can also use this type of msg. "out of coverage:, "the no is not available " etc... msg. depending on the programming ..........

After we attempt a new call from our mobile then to connect
this call to the destination, the service provider has to
get the line free that is he has to find the carrier
first.. if he finds so, then he will forward the call.. If
he doesn't senses the carrier immediately, then the call
could not be forwarded.. so, a message will come telling
that all the lines to the route dial by you are busy.. That
means some other customer may be in the same line talking
to the same destination or some other user.. This could be
the reason for the network busy message.

Hey guys, I face the same problem everyday on my current Network Reliance Jio, here in India. Network Busy, All Routes Busy. All Lines Busy and such problems are common when there are a lot of active users connected to one network operator and the Point of Interconnection (POI) is not sufficient enough to handle all the calls made by each user .These problems can last for hours when there is a sudden peak in the No. of active users connected to Calls in any particular Network.

Now I’ve got a solution to this problem, there is an app on Google Play Store, named Auto Dialer which will automatically dial the number until the person on the other side picks it up. its very helpful. Now Instead of dialing again and again to the same number, let this app do the work for you. it will check when to make calls according to your Network & Preferences.

Solution:

The only good way to solve this or say fix this problem is use an Auto Dialer

when in gsm no. of calls increases more than the 18 or above it's capacity then bts will handled only those calls which are in process and reject those calls which are remaining.
when no. of call capacity increase then bts have no another freq. to allocate a new user so it will send a particular signal to msc. in msc is programmed by particular software when this things happen whenever then controller will send signal to bts and bts will send us signal like this "network is busy"... and this signal we will receive when call handling capacity increase more then it's capacity ..
it is depends on the programming to use :network is busy", we can also use this type of msg. "out of coverage","the no. is not available " etc..... as per the program.

we get network busy message while attempting a new call
because at that time the frequency channel is allocated to
other user, or the destinatiom party is not in the cell
area which is using the desired frequency.
