maximum efficiency is the efficiency when the there is no loss
i.e no copper loss or iron loss and full load efficiency is
efficiency obtained when the load is applied in secondary
side is maximum i.e the efficiency obtained when
transformer is running at full load

They are different. Maximum efficiency is when iron losses
are equal to copper losses.Max eff may be at full load.
